Choi Jong-In is a Korean S-rank hunter, specialized in fire magic, and master of the hunters' guild.

Appearance
Choi is a slender man with auburn hair styled curtain-like, with a part on the left side of his right eye. He often wears a friendly smile and striped suits. During raids, he dons a brown-gold and white suit, a flowing red cape, and wears eight rings.
In the revised timeline, Choi retains a similar appearance to his former self, still wearing the iconic red cape, a full black suit, and glasses.

Personality
Choi is cunning and friendly, able to keep his cool under pressure and analyze situations quickly. He is also a heavy smoker, often seen smoking outdoors.
In the revised timeline, he keeps his personality while questioning Su-Ho’s choice to stay discreet after saving lives, showing more concern for civilians.
Abilities
Choi is the most powerful mage in Korea and rivals Baek Yoonho in strength. However, he is markedly weaker than his lieutenant Cha Hae-In and probably one of the weakest S-rank hunters in the world.
- Fire Magic: Choi masters fire like no other in Korea. He can destroy a large building with a single spell. His flames are powerful enough to eradicate hordes of ants and incinerate groups of earth giants. He controls flame temperature, shape, manipulation, and extinction, but cannot make others fireproof.
- Enhanced Durability: Despite being a mage, Choi has great endurance, staying conscious and mobile after being seriously wounded by the Ant King.
- Improved Speed: He moves quickly, narrowly dodging thermal vision from the God Statue.
- Mana Reserve: His mana pool is large, allowing him to maintain high firepower during the Jeju Island raid. Only Jinwoo with the Black Heart, Min Byung-Gyu, and some national hunters surpass his reserve.

Flame Spear: Choi creates and throws multiple fire spears at enemies.
Fire Resistance: As a fire master, he is immune to high temperatures and cannot be harmed by his own flames. - Flame Prison: He can generate a vast net of flames used offensively and defensively, powerful enough to control rank B magical creatures. The effect of size on its power remains unknown.
- Flame Dragon: Choi shapes a swirling mass of fire into a small dragon capable of burning nearby enemies to ashes.
- Flame Arrow: He transforms his flames into a bow and arrow, shooting a flaming arrow strong enough to launch a boss-level monster into the air.
- Summoning Magic: In the revised timeline, Choi made a pact with a fire elemental represented by a blazing blue bird.

Trivia
In the Japanese version of the anime, Choi’s name is changed to Shin Mogami.
Choi Jong-In is mentioned from the first chapter of the Solo Leveling webtoon during a conversation between Kim Sangshik and Park Beom-Shik.
He appears earlier in Solo Leveling Ragnarök than in the light novel.
In the revised timeline, he is not the founder of the Hunter Guild, as he does not have Cha Hae-In and was recruited by Woo Jinchul. However, in the manhwa, he is one of the founders.
In the light novel, he did not participate in the arrest of Lee Minsung.
