Rob Lucci first emerged as one of the five shipwright foremen at Galley-La Company’s No. 1 dock in Water Seven. Skillfully infiltrated to obtain the plans of the ancient weapon Pluton, he worked as a wood and bolt expert. His identity was revealed after a fierce confrontation with Monkey D. Luffy at Enies Lobby, after which he was dismissed from CP9 by Spandam. Two years later, Lucci regained his place in CP0 as Spandam's superior.

Main antagonist of the Water Seven arc, he plays a major role in key arcs such as Egg Head, where he encounters elder Saturn, York, and Admiral Kizaru. He is also a central character in the saga "CP9 Out of Order!" alongside his fellow secret agents.
Rob Lucci's Appearance
Rob Lucci is known for his imposing, lean, and athletic stature. His face features arched eyebrows and a distinct beard, along with long black hair usually tied back in a ponytail during major fights. He is marked by two crossed rectangular tattoos on his arms and five scars on his back, forming the symbol of the World Government, evidence of fierce battles.
Over his missions, his appearance evolves: undercover in Galley-La, he wears a dark top hat with a ribbon, brown pants, orange suspenders, and contrasting shoes. As a CP9 assassin, he dons an elegant black suit. During special operations, he uses disguises like a bull mask or a green fur coat. His leopard Zoan Devil Fruit grants him transformation powers.
In his youth (SBS), he was accompanied by Hattori, his faithful pigeon, and wore a t-shirt with the kanji for "Peace." Later, his styles vary from leopard shirts to the formal white CP0 suit, accessorized during major events or at Marie Joie.
Personality
Possessing a cold, thoughtful demeanor and unshakable calm, Rob Lucci remains silent when undercover in Water Seven, communicating only through the ventriloquism of his pigeon Hattori. His extreme discipline gives him an aura of mystery and mastery.
Declared a genius by the World Government, he has tactical intelligence and formidable strength, having mastered Rokushiki at a young age. Persuasive, he inspires and manipulates teammates to execute the riskiest missions.
His principles are based on a drastic vision of justice: he views murder as a necessary tool to guarantee peace. His cruelty is notorious, especially towards subordinates he deems weak, inspiring terror even within the Marines.
Despite his ruthless nature, he occasionally shows gratitude to those he protects, opposing pirates threatening established order without hesitation. Unlike Spandam, he never harms women, leaving such tasks to his colleagues.
After the time skip, now a member of the elite CP0 serving the Celestial Dragons, he defends their actions and emphasizes their status as world creators, highlighting their absolute and uncontrollable power.
Relationships
Friends and allies (CP9)
Except for Spandam, Lucci maintains complex relations with CP9 agents. He remains the most powerful member acknowledged by his peers, ruthless toward recruits judged weak. Nevertheless, despite apparent indifference, his comrades show true loyalty, as seen when paying for his medical care after the Buster Call at Enies Lobby. Their shared past in Guanhao strengthens bonds akin to a unified crew.

Kaku
Lucci and Kaku spent over five years together at Water 7, quickly gaining respect among other shipwrights. Mutual respect and assistance characterize their relationship, continuing two years later within CP0.
Kalifa
The collaboration between Lucci and Kalifa is based on efficiency and trust. He encouraged her to consume a Devil Fruit and continues relying on her reports to carry out strategic missions.
Blueno
While Lucci can be critical of Blueno, believing his years at the bar weakened him, Blueno always watches out for Lucci, illustrating the strong team spirit within CP9.
Jabura
The exchanges between Lucci and Jabura are marked by sharp tones and persistent professional rivalry. Their complicity and differences fuel the group dynamics.
The relationship between Jabura and Lucci is notably tense: he is probably the agent Lucci has the least affinity with among CP9. Their intense rivalry largely stems from their opposed Zoan Devil Fruits. Additionally, Jabura resents Gatherine rejecting his feelings in favor of Lucci, deepening animosity since Enies Lobby. Despite Lucci’s obvious superiority, Jabura fiercely challenges him verbally, which greatly irritates Lucci. Their relation could easily be described as "cat and dog" due to frequent confrontations. It is also notable that Jabura feels strong jealousy toward Kaku whenever the latter shows progress or greater strength. However, despite competition and disputes, Jabura remains attentive to Lucci’s well-being and readily helps him, just like other CP9 members.
Hattori
Hattori holds a unique place with Lucci, forming an inseparable duo since the agent’s childhood. Unwaveringly loyal, Hattori fears nothing around his master. Always perched on Lucci’s right shoulder, the bird accompanies the agent even in dangerous situations like the Buster Call. Lucci often communicated through ventriloquism using Hattori, seeming sociable but never showing genuine emotion. The only exception is during fights, when the pigeon moves away. Their bond lasts two years after the time skip, with matching clothes and humorous moments, including Hattori toasting alone.
World Government
Throughout his career, Lucci has loyally served the World Government, first as a CP9 assassin and elite agent. His effectiveness and loyalty made him a strategic asset, known as the most powerful agent. Lucci adheres to the doctrine of Absolute Justice: soldiers who surrender are criminals and deserve the same fate. The government never sanctioned his excesses, including unauthorized executions. However, after the failure at Enies Lobby, Spandam blamed Lucci and others, making them wanted enemies. This caused a professional rift despite past closeness.
After the time skip, Lucci regained official status by joining prestigious CP0, while Spandam became his subordinate. His reintegration seals Lucci's importance for the World Government.
Akainu
The relationship between Lucci and Fleet Admiral Akainu (Sakazuki) illustrates tension within the World Government's forces. During a mission, Lucci requests from Akainu the dispatch of ten warships at Gild Tesoro's behest. The admiral initially refuses, not recognizing Lucci as superior, even calling him insolent. Nonetheless, Lucci maintains order, aware of his hierarchical legitimacy. This interaction highlights Lucci's confidence and determination, even facing the highest Marine ranks.

Celestial Dragons
According to Lucci, the Celestial Dragons are the sovereign chosen ones who shaped the world. He believes their wishes must be fulfilled without question, regardless of logic or morality. After the time skip, he works directly for them, actively legitimizing their will—even when it involves brutal intervention to protect their privileges, such as during the episode when Saint Charlos tries to capture Shirahoshi at the Reverie. Ready to eliminate Neptune by royal order, he is stopped by another Celestial Dragon, Saint Miosgard, and is forced to retreat against his will. This allegiance illustrates his loyalty to the world hierarchy and lack of scruples to maintain the order imposed by the Celestial Dragons.
After Nero's defeat by Franky and Wanze's defeat by Sanji, the two pirates head to the wagon where CP9 members await. Deeming Nero unfit for the unit, Rob Lucci neutralizes him without hesitation, asserting he has no place among elite agents. Facing Sanji, Lucci reiterates the necessity to sacrifice Nico Robin "for humanity's sake," a stance that frustrates the cook. Sanji desperately tries to rescue Robin: he attacks Blueno, managing to damage his Metallium. Meanwhile, Usopp throws a smoke bomb to cover their maneuver and joins Robin before escaping with allies under cover of smoke. When the smoke clears, Franky chooses to detach the wagon to sacrifice himself and offer his companions a chance to flee. However, Blueno's Devil Fruit counters this and he immediately reunites with the train holding the fugitives. Blueno later explains to Sanji the real reasons for Robin's constant refusal to join the crew. Convinced, Robin eventually returns to the other CP9 members via a tunnel created by Blueno's powers.
Enies Lobby Arc
The CP9 agents arrive at Enies Lobby with Nico Robin and Franky, amazed by the fortress suspended above the abyss. All CP9 members reunite for the first time in five years. Rob Lucci officially confirms the arrest of the two prisoners, and the unit joins Spandam. Tension is palpable between Jabura and Lucci, their rivalry stirring within the group even during this meeting until their companions intervene to restore calm. Suddenly, Fukurō arrives and measures each member's Doriki power: Lucci stands out with an impressive 4000 Doriki score, well above other CP9 agents (Kaku: 2200, Jabura: 2180...), fueling Jabura's jealousy and reigniting the dispute between him and Lucci.
At that moment, they learn that Luffy has infiltrated Enies Lobby. But Spandam announces that even if the crew reaches them, it will be crushed by CP9's combined strength. Robin reminds them her presence depended on her crew's safety, but Spandam manipulates the agreement to limit their obligation to leaving Water Seven alive. Shocked, Robin and Franky witness the group's cynicism and inhumanity.
Spandam then proposes a celebration, but Lucci rejects the idea, declaring he mocks honors and promotions: he works for the World Government because it gives him the right to kill legitimately. Spandam demands obedience; Lucci states his sole motivation: blood and the justification of death under the pretext of justice. His chilling attitude confirms his reputation as a ruthless assassin.
Luffy's crew finally reaches the Tower of Justice, causing Spandam to panic and immediately summon CP9 to counter the intrusion. Robin begs friends to rescue her, showing her will to live for the first time. With Rocketman's arrival, everyone gathers in the tower, ready to face CP9. Meanwhile, Spandam and Lucci escort Robin to the Gate of Justice.
In the underwater tunnel leading to the gate, Luffy confronts Lucci, threatening a direct fight if Lucci won't let him pass to save Robin. The duel begins; Luffy increasingly uses Gear 2 to match the leopard of the Neko Neko no Mi Model: Leopard. Franky intervenes to save Robin, but his "Strong Hammer" attack is ineffective; Lucci explains the superiority of his Doriki. Franky is saved by Luffy’s arrival, who uses "Jet Pistol." A titanic fight ensues, forcing Lucci to reveal his full power.
Finally, in a fierce exchange, Lucci floods the tunnel to trap Luffy's allies, proving his ruthless strategy again. Despite Lucci's dominance due to his synergy of the Devil Fruit and Six Powers, Luffy, activating the powerful Gear 3, regains the advantage. Exhausted, he takes Lucci’s counterattack, but, energized by friends’ support, ultimately wins by using Gear 2 again. Lucci collapses defeated, marking the end of CP9's most feared assassin.
CP9 Mini-Adventures
After defeat by the Straw Hat Crew, Blueno rescues seriously injured Lucci and hospitalizes him at Saint Poplar. The former CP9 members work to pay his medical bills. Lucci shows gratitude and, during recovery, resumes a quieter life with old comrades. Together, they face and defeat the Candy Pirates, proving their unity and strength. Recognizing their outlaw status, they leave the island to return to Guanhao, their childhood home, before being attacked and eventually overpowering the Marine force led by Very Good.
Following these events, Lucci sends a message to Spandam, promising to visit. The team leaves Guanhao, sealing their solidarity despite new lives — an episode illustrating the among CP9 members.
During the Time Skip
During the time skip, Lucci and the ex-CP9 intensify training, uncovering and thwarting a mysterious conspiracy involving Spandine and former Impel Down inmates. Their efforts lead to the reinstatement of the group as Cipher Pol agents, boosting their shadowy importance in the World Government.
Dressrosa Arc
On a mission to Dressrosa, Rob Lucci, now accompanied by subordinate Spandam, reports the arms theft by the Revolutionaries, reaffirming their danger and the global threat they pose.
Film Gold (non-canon)
In Film Gold, Lucci appears masked before Akainu to request ten warships, displays tactical superiority, and clashes with Sabo of the Revolutionary Army in a electrifying fight, showcasing his role as a constant enemy of freedom.
Whole Cake Arc (non-canon)
With CP-Aigis 0, he joins the Marines on Bartigo after Blackbeard’s brutal passage, fighting his crew before their escape.
Reverie Arc
During the Royal Council (Reverie), Lucci, with CP0, witnesses and intervenes in serious incidents, including the attempted abduction of Shirahoshi by Saint Charlos. He reaffirms the Celestial Dragons' legitimacy and absolute power, prepared to use violence to impose their will—illustrating his unwavering loyalty and the darkness of his justice.
Film Stampede (non-canon)
In Film Stampede, he targets the Eternal Pose to Laugh Tale but abandons after the victory over Douglas Bullet and interventions by Sanji and Luffy.
Wano Country Arc
Ready to seize Wano Country after Kaido’s fall, he plans to capture Nico Robin upon discovering Vegapunk’s artificial Devil Fruit through Momonosuke.
Egghead Island Arc
Lucci, Kaku, and Stussy of CP0, accompanied by a Seraphim, arrive at Egghead Island. Approaching, their fleet is attacked by Vegapunk’s Sea Monsters. Refusing retreat, they infiltrate the island via S-Bear. Lucci shows his strength again, defeating Atlas with a Rokuogan and dueling Luffy in awakened forms—unable to match the latter, now one of the Four Emperors. The fight ends when Stussy betrays CP0 by neutralizing Lucci and Kaku using her Vampire Fruit. Captive, the two agents accept a temporary alliance with Luffy and Zoro to fight the Seraphims, highlighting the arc’s complex dynamics.
