The winged hero Hawks, whose real name is Keigo Takami, is the former number 3 of the Heroes and the new number 2 since the retirement of All Might. He took care of Fumikage Tokoyami's internship.

Apparence
Hawks is a man of average height with a fairly slim build. His hair has an arrangement reminiscent of a bird's feathers and is ashy blonde, combed towards the back of his head, with a few strands running upwards on the top of his head. His eyes seem to resemble those of a bird of prey and are brown with two black triangles that are located at the level of the tear duct. Due to his Alter, Hawks sports a giant pair of light red wings with feathers that grow larger as you approach their tips.
Hawks wears a t-shirt with gold and wavy patterns over which he wears a light brown jacket with a high collar, the inside and cuffs of his sleeves contain white fur. He also wears black gloves. He has a square-shaped lobe piercing on each ear, although they are rarely visible since Hawks usually wears headphones. Hawks has a transparent mask over his eyes, to protect his eyelids from high-speed tearing, with the lenses tinted yellow. His jacket is designed so that his wings can move freely, with two large openings at his shoulder blades. His costume is reminiscent of an aviator's uniform.
Personality
Keigo is very intelligent, both emotionally and logistically. He advocates a carefree and jovial attitude, while his constant vigilance is often hidden under layers of serenity and equanimity. Keigo acts casually while being constantly alert, and he seems quite rude at times.
Keigo follows the orders of the CSPH without hesitation but with a subliminal cynicism. Nevertheless, Keigo dislikes formality, often acting unpredictably while being arrogant and taunting. He acts in a nonchalant manner as he does not care about social status or recognition. Keigo uses a lot of sarcasm as when he calmly accepts when Katsuki Bakugo claims to have been faster, and he reacts ironically when someone claims that he is inferior.
Keigo believes that popular approval is the most important metric for which a hero should be judged because it is a hero's job to put the citizens at ease, something he claims to be unable to do. Keigo shows a preference for the lower ranks of hero as it would allow him more freedom and avoid the burdens of being a superior hero. He states that his wish is to patrol freely and quietly and "settle down".
Yet, Keigo is said to be fierce about his hero duties, understanding the importance of a leader figure among all heroes after All Might's retirement. Since he likes to be around other people, Keigo is very talkative and can have a long one-way conversation, while helping dozens of civilians simultaneously in his area of influence. He also claims that he will always strive to get what he wants. Ironically, despite his alter, he seems to have a special fondness for bird-based meals, making him a raptor. His favorite food is chicken.
Keigo is a very intelligent individual, as his cunning is shown several times when he outwits his surveillance monitors, or when he had planned his actions in advance in order to have explanations for the Hood incident. He is rational and more perceptive than the other heroes, which gives him the best chance of being infiltrated.
He seems relaxed in high-pressure situations, such as during the Japanese Hero Ranking for the new ranking year. Keigo's gestures are lively, expressive and highly personalized, as he always wants to make his voice heard. He claims to be "bad at silence", even though he has total control over his facial expressions and body language, which makes him an extremely skilled liar. But apparently he loves the truth, finding the lie is too much work. These traits allowed him to easily find his way into the Paranormal Liberation Front, and the slight change in motivation cleverly conveyed information about the FLP's goals and change in direction to Endeavor.
Although Keigo seems indifferent to most things, he has a good heart as he saves every witness to Hood's attack and is silently disgusted by the pressure of maintaining his duty-acting as a double agent in the middle of a cabal of villains and terrorists. He also feels guilty about Endeavor's scarring, having incited the attack on the High End Nomu in a confined area to reduce casualties.
Although he appears relaxed and under-contended as typical of most prodigies, he is actually tough and under constant pressure with his hero career. It is proclaimed that he has trained constantly to maximize the techniques in which he uses his wings, refining his rescue, support, and combat abilities.
As a child, his father forced him to stay locked in the house to make sure no one could discover and capture him, and he was deprived of interacting with the outside world or anyone his age. Because of this, he initially believed that the heroes he saw on television were just fictional characters. In addition, his father constantly abused him physically and emotionally. Keigo would be beaten simply for turning his back on his father, who would constantly say how much better off he would have been if Keigo had never been born. Seeing how broken both of his parents were, Keigo kept his emotions and became determined not to suffer the same fate. Even in his youth, Keigo showed remarkable inner strength and intelligence, for despite the emotional turmoil caused by both parents, he was always firm in his determination to be a good hero like Endeavor. Keigo showed ingenuity and strength when he and his mother were forced into the streets, and after being tormented by his mother when she asked why she even had Keigo or what good his wings were, he became determined to be useful, saving the lives of many people in a speeding incident, drawing the attention of the Heroic Public Safety Commission to heroes, and rescuing him and his mother from their lives of poverty.
Skills and Competencies
Without looking, Keigo used his feathers to save citizens and animals, as well as apprehend villains, while holding a conversation with Endeavor. When Hood appeared and fought Endeavor, Hawks was able to effectively evacuate 76 residents from the collapsing skyscraper before helping his sidekick against the Nomu. All of this shows that Hawks is effective at multitasking and incredibly aware of his surroundings. Hawks' main strength, however, is his phenomenal speed. Said speed allows Hawks to keep up with the Nomu Hood who managed to completely outperform Endeavor, a fighter with developed reflexes. At a later date Hawks traveled from the top of a skyscraper and apprehended two villains at such a speed that Izuku Midoriya and Katsuki Bakugo could not follow his movements. Hawks also showed skill in using his feathers as swords. Even Dabi was shocked at his speed when he dodged his attack and circled the entire Gunga Mountain Manor in a split second to position himself behind his opponent.
Keigo has repeatedly shown himself to be a very resourceful individual. While he cannot compete with Endeavor and/or All Might in terms of raw power, Keigo's intellect is formidable, improving his value as a hero to the level of the two best crime fighters. Keigo observes, collects and thinks quickly in his verbal confrontations with Dabi and Endeavor. Keigo controlled a large number of feathers simultaneously without looking, while carrying on a relaxed conversation, making Keigo seem oblivious to the conflicts around him. During a meeting with Endeavor, Keigo postulated that All For One hid more Nomus outside of Kamino than were found at the Nomus factory by the Kamino team, concluding that the Alliance was searching for the hidden Nomus set. Later, during Hood's attack, Keigo took appropriate security measures while saving the citizens housed inside the ruined building. Knowing that he would not be able to secure everyone with the feathers he had left, he turned his attention to those trapped in the damaged part of the structure, which proved successful. When Endeavor had his remaining feathers used to push him further into the sky, Keigo realized that this was part of Endeavor's plan to avoid collateral damage.
He was also able to gather various sensitive information about the politics within the Heroic Public Safety Commission without their knowledge. Keigo even fooled the surveillance of the Paranormal Liberation Front, while maintaining his cover.
Keigo's alter grants him a pair of large bright red wings and feathers on his back. These wings allow him to fly, and he can telekinetically control the movement and nature of each individual feather with ease, allowing him to harden them into a blade-like state and/or fire them like projectiles, as well as control their speed and trajectory.
The feathers are considerably strong, with a single feather he is able to carry a medium sized object, such as a rock or a human being, as well as use multiple feathers to carry larger objects. With its many feathers, it is easily able to carry several loads at once. He can also sense vibrations in the air through them in a way similar to echolocation, allowing him to sense the locations of people.
When Keigo loses feathers, his wings gradually shrink, affecting his ability to fly. When he loses all his feathers, it takes at least two days for them to grow back halfway, which can be a considerable inconvenience. His feathers are not of infinite quantity and turn out to be lacking in abundance on some occasions. Keigo mentioned that he doesn't have enough feathers to hold a collapsing building, but he does have enough to evacuate the victims from the building. Aside from the limited amount of feathers, the biggest weakness of the Steel Wings is fire, as it can burn Keigo's feathers, severely affecting his mobility. Moreover, these wings and his back will be severely burned after his fight with Dabi ( Crematorium ) who will incinerate them.
History
Keigo Takami is the son of a stranger and a criminal, thief and recidivist murderer.
During his childhood, Keigo saved a family from a car accident. The family was shocked to discover that their savior was a child and vowed to support him and his family.
He joined the agency and lost his name, that of a criminal, to his pseudonym: Hawks.
At the age of 18, Hawks started a hero agency and by the second half of that year, he was ranked in the top 10 of the Japanese Hero Rankings, the youngest and fastest hero ever. Four years later, Hawks reached the Number 3 Hero Ranking behind only All Might and Endeavor. Unlike many heroes, Hawks was never interested in being like All Might. Instead, he admired how Endeavor was the only one trying to outdo him.
During the rise of the supervillain alliance, Hawks took Fumikage Tokoyami on as an intern in his office. Hawks wanted to get more information about the criminal group and decided to choose Fumikage Tokoyami because he finished 3rd in the Sports Festival and because they are both birds. During that week, Hawks fought the crime too fast for Tokoyami and the other acolytes to follow him.
Tokoyami returns to Hawks for his hero training. This time, Tokoyami does his best to keep up with Hawks by using new techniques. Impressed, Hawks takes his protégé for a flight over the city. He congratulates Fumikage for making up for his weakness, but he also advises him to improve his strengths. Hawks believed that Fumikage had wings and did not need to be confined to the ground. Hawks' tutelage allowed Fumikage to develop his Black Fallen Angel Special Technique.
Sometime after the attack on Kamino, Yokohama approached Hawks with the request that he become a double agent to infiltrate the supervillain alliance and ensure that they had no secret means of escape if found.
