Hakkai Shiba (Shiba Hakkai) is the vice-captain of the 2nd Toman division.

Apparence
Hakkai is an above average sized teenager with royal blue hair cut into a brush. A swirl pattern is shaved into the left side of his head and extends to the back of his head. His eyes are indigo in color and he has a visible scar on the left side of his lip. He wears a concentric teardrop earring in his left ear.
Personality
Hakkai is shown to be a shy and friendly person. In terms of his personality, he is nothing like his older brother Taiju, who is disciplined and bloodthirsty. Hakkai showed a lot of care and compassion towards his sister and her friends, he was even willing to take the blame for Taiju's murder so that Yuzuha would not have to suffer the consequences. Hakkai also gave up the comfort of the Toman in order to help Takemichi escape from the Black Dragons. He is very old-fashioned in his manners and honor, feeling that he owes his life to Takemichi by calling him Onjin, which translates to "A person to whom one owes one's life."

Yuzuha Shiba
As Hakkai's older sister, Yuzuha felt it her duty to protect him. She endured their big brother's beatings instead of Hakkai and uses any means necessary to protect him, even killing. Yuzuha adores Hakkai, using his picture as her lock screen background and praises his physical strength. In high school, Hakkai finds Yuzuha overprotective and considers renting a room alone. In the present, Yuzuha works as a manager for Hakkai who has become a model.
Taiju Shiba
Taiju is the older brother of Hakkai and Yuzuha. He considers Hakkai weak-minded and beats him while pretending to be physically and verbally abusive for their sake. He forces Hakkai to join the Black Dragons. After witnessing Hakkai's change of mind, Taiju sees no reason to stay with his siblings and leaves home. In an alternate timeline, Taiju mourns Hakkai's death by visiting a chapel daily.
Tokyo Manjikai
Takashi Mitsuya
Hakkai and Mitsuya met when they were children, Mitsuya having prevented Hakkai from hitting another child. From then on, Mitsuya instilled his values in Hakkai, believing that Hakkai was protecting his sister from their older brother's abuse. Hakkai was the vice-captain of Mitsuya's second division and showed great admiration for his captain, even using Mitsuya's picture as his lock screen background. He considers Mitsuya a true big brother.
Mitsuya also likes Hakkai and to help him, he negotiated with Taiju. He shows up at the chapel to help Hakkai confront his brother. In addition, Mitsuya's conduct during the Christmas conflict further impressed Hakkai, leading him to initially believe that his sister was in love with Mitsuya. After Tenjiku's attack on Mitsuya, Hakkai considered resorting to unfair fighting. In the present, he works as an internationally successful model, in the same field in which Mitsuya works, the latter being a fashion designer.
Takemichi Hanagaki
Hakkai becomes fast friends with Takemichi after their first meeting. When he, Takemichi, Yuzuha and Hina find the Black Dragons in front of their house, he knocks out one of the gang members to protect Takemichi. Moreover, he confides in Takemichi about his family life and his plan to kill his brother. Takemichi tries to prevent this, he then endures countless beatings from Hakkai's brother, which leads to a change in Hakkai's state of mind. After that, Hakkai holds Takemichi in high esteem and agrees to follow him in his fight against the Tenjiku. They attend the same high school.

While the Toman does not wish to fight against the Tenjiku; as Mickey and Draken are absent, he arrives and manages to convince them to fight. During the pre-fight, Peyan knocks out Shion, he says that Peyan is not an arrow but that he is much stronger than him. During the fight, as a member of Tenjiku was about to hit Takemichi, Hakkai crushed his head against the ground and told Takemichi to stay focused. Ran arrived and asked Hakkai if his captain was okay.
After Angry had fought a little, they both stood back to back and Hakkai asked Angry if he was okay but his arm was broken. Angry was attacked by Rindo but Hakkai hit him and warned his companion that Ran was coming from behind; he attacked Angry and: Rindo still on the ground grabbed Hakkai, knocked him down and immobilized him. Ran arrived and hit Hakkai with a bat. Angry and Hakkai thought that this duo was very strong. Angry told Hakkai that he was starting to pick up on his movements and to pay attention to what he was doing. Hakkai was surprised and blamed him for not telling him earlier. They both said to each other and whispered that if it was Yuzuha, she, Smiley he would understand.
Then they started to argue, Hakkai said that Angry is doing shit and Angry answered by saying that he can't do anything without his sister. Chifuyu commented that these two together are shit; because they are cadets and they always got what they wanted. As their argument continued, they were hit by the Haitani brothers. Angry thought about Smiley who was not there but Hakkai told him that it was useless to think about that and that Yuzuha was not there either. They found that they were more alike than they thought. They stood up and laughed; the two Haitani brothers turned around and said, "We are the Cadet Alliance. They tried to hit them at the same time and failed. Sota's leg and arm were broken, and only Hakkai was left to fight the two brothers. And soon after, Hakkai was beaten once again with a bat by one of the brothers. It was at this point that Angry stood up 100 times stronger than before. Seeing this, Hakkai tried to stop him but without success. Soon after, he got up again.
