It is possible that the white hair comes from Akira Toriyama originally planning for white hair instead of the blue hair of the Super Saiyan Blue. Toriyama was eventually forced to change the color to blue so as not to conflict with a future enemy. It is clear that this enemy Toriyama was referring to was Zamasu fused, who had not yet been revealed at the time of the interview.
The idea of the Transcendental Reflex was proposed by TOEI Animation between 2015 and 2017 to apologize for the poor quality of the early arcs of the Dragon Ball Super anime. Toriyama then suggested a character design reusing the image of Son Goku as a Divine Super Saiyan but with silver-white hair.
